why the error mutex come out again and again?

On windows 2003 server, installed visual studio 2005, create a website. then run it, has following error:

Mutex could not be created.

Then clean .net temp folder under windows\system32, it is ok. but next time when restart the computer, it come out again.
how to slove this issue?
